Confused about downloading toy boxes

So i went and downloaded the tron/ralph toy box. Can you actually race or is this just for sandbox exploration.

How can we download user created toyboxes?

I am on the WIIU

I can't comment on the Tron TB because we've had problems with it, but User Created TBs are not yet available because the game just officially launched today.

Even when they go live with that feature, I don't believe they'll be adding more than a few per week. I believe I've heard 3-5 per week.
