I emailed support, who suggested a hard reset of the console to clear the cache (take out the power cord for a two minutes and plug it back in).

This seemed to help and I was able to eventually (over the course of a whole day leaving it running in the background) rack up the ten matches for the achievement. The hardest thing is just getting four players together. I suggested to support that they enable players to start a game once there are at least two in a lobby.

Good luck to anyone else going for the achievement/trophy.

Has the patch improved functionality for anyone? It seems to be the same terrible matchmaking process. Is something additional needed to make it work smoothly post patch?

I reset my Xbox One. Still not working after update.

Works perfectly on PS4. Cant say anything about Xbone.

Updated my XBox One ... Flynn´s Arcade is still NOT working! :-/
I´ve waited forever to this patch and it fixed nothing on Flynn´s ...

It still takes a long time to get an arcade game kicked off. I was only able to do one yesterday. It takes forever.
