Disney ID setup for PC & Console?

Our P-Tech club is running 2.0 on the PC (their laptops don't have the hardware specs to run 3.0). Some have Infinity 2.0 for their console at home, and would like to work more on their projects there. We want to set up friendships between their P-Tech & personal accounts, so that they can make use of the cross-platform shared storage. They only seem to know their console account.
Is it possible that they're playing on the console without a Disney account? If they create one on the official web site, how do they then associate it with the console game?
