Out of Cap, Hawkeye and Rocket, the character that you will get the most gameplay out of is Rocket, due to him being playable in each of the 3 playsets. But it all depends on who your favourite characters are.

Rocket can't play in all three playsets. The crossover characters for Spider-Man are Hulk and Iron Man.

Cap- my favorite character to play as. Has nice super jump and fun, powerful combat skills
Rocket- You can use him in two playsets. Because he hardly has a melee attack, he feels a little limited to me. But his guns are pretty nice.
Hawkeye- He's an insanely powerful beast if you level his bow skills up. Wow. But he has no locomotive abilities. No super jump or flight. But he does have good melee combo attacks, plus the powerful bow stuff.
