Numbers are routinely dropped in product lines. Those numbers are usually allocated way early in the development process and are used internally long before they products come out, it's very likely that every spot won't be filled. They can be for things that are dropped during development for some reason, or they can put in extra empty spaces to allow them to be able to insert things later if they want.
So while the numbers are neat to track, I wouldn't put too much stock on them being absolute indicators of the amounts of products that are going to be sold. Some may be held back for DI2, some may not be used at all, etc.
